Dr. Elisabeth Inomaa-Bustillos is a California-licensed psychologist with a Doctor of Psychology (Psy.D.) in Clinical Forensic Psychology and a Qualified Medical Evaluator (QME) in the State of California.

Her forensic experience includes complex cases involving sexual recidivism and violence risk, trauma, Competency to Stand Trial (CST), and serious mental illness. As a QME, she conducts evaluations and provides independent medico-legal opinions regarding psychological injury within the workers’ compensation system.

Dr. Inomaa-Bustillos’ doctoral training focused on the intersection of psychology and the legal system, including forensic assessment and mental health issues relevant to courts and legal decision-making. This specialized training informs her approach to forensic and medico-legal evaluations across a wide range of legal contexts.

She has extensive experience conducting forensic psychological evaluations in various forensic and correctional settings, including annual evaluations of Sexually Violent Predators (SVPs) within the California Department of State Hospitals, as well as court-appointed panel evaluations addressing a wide range of forensic issues. Dr. Inomaa-Bustillos also conducted assessments while employed with the California Department of Corrections and Rehabilitation (CDCR), including evaluations of intellectual disability, psychological functioning, and Rules Violation Reports (RVRs). During her practicum and clinical training, she conducted risk assessments of PC 290 registrant parolees and psychological evaluations of high-risk families and individuals in a community-based setting.

Dr. Inomaa-Bustillos conducts thorough and objective evaluations and prepares reports for attorneys, courts, and administrative systems to support informed decision-making. She approaches her forensic work with clinical and empirical rigor, intellectual independence, and professional integrity, while maintaining fairness and compassion for the individuals evaluated and careful consideration of risk and community safety.
